There’s a free white paper available on zdnet (after registering for it, of course) called Biometrics: Protecting your Privacy and Identity. It just made an appearance in Google News, but the date of the white paper appears to be from 2002.

The value of a society itself can often be measured by how much value, recognition and protection it affords the rights of man as an individual. Conversely, the strongest evidence of a society’s disdain for an individual’s rights is evidenced by its disregard or interference with an individual’s rights particularly those that could be covered by the concept of privacy.

Over time, a rather simplistic interpretation of the concept of privacy evolved as a springboard for more far-reaching interpretations, increasing in complexity as the balance to be struck between competing legal rights became ever more difficult to achieve.
